This fee schedule determines costs for a variety of services that the Selkirk and District Planning Area Board provides for the Rural Municipalities of St. Andrews, St. Clements, West St. Paul, the City of Selkirk, and the Village of Dunnottar.
Fee Calculations are as listed below. Please note that a permit is valid for one calendar year from date of issuance and must be acted upon within that time. If the permit has not been acted upon within the one year time frame, the permit is null and void, no refund is applicable, and the application process must begin again. Where listed below , the permit fee shall be the flat rate specified: 1. New construction and additions: The building permit fee shall be calculated as $150.00 for the first$1,000.00 and $10.85 for each additional $1,000.00 in construction value, except that for single-family dwellings and multi-family dwellings only, the building permit fee shall be as listed in section 1.04 (Building Permits) 2. Alterations/ Renovations/ Fire Restoration: the building permit fee is calculated as 1.03% of the construction value. 3. Minimum permit fee: unless specifically listed as a flat rate herein, a permit fee shall be no less than a minimum of $150.00 General development permits include, but are not limited to: site work without buildings; site development with temporary buildings, such as fair grounds: flat rate $150.00 Shoreline development permits include, but are not limited to: site work along shorelines such as bank stabilization or boat launches, the deposit, removal, alteration or disturbance of any material, the alteration of surface or subsurface drainage, the diversion of a waterway or alteration of a channel of a waterway: $150.00 per benefiting lot in addtion to a letter of credit or security deposit by said contractor equal to 50% of the valuation of work. Letter of credit or security deposit will be released once final inspection is performed by a qualified engineer and an approval report received in office. If the project does not comply with the approved design, the cost to correct is the applicant's responsibility and the contractor line of credit or security deposit may be used to effect the correcttion. Permits for farm buildinga are calculated as follows: 1. 900 sq. ft. or less................................................flat rate $150.00 2. 901 - 1,800 sq. ft.................................................flat rate $250.00 3. over 1,801 sq. ft.................................................flat rate $350.00 Permits for demolition are calculated as follows: - 1. less than 1,000 sq ft and no higher than 1 storey....................... flat rate $150.00
- 2. more than 1,000 sq ft or higher than 1 storey but less than 3,000 sq ft and no higher
- than 2 storeys....................................................................... flat rate $175.00
- 3. more than 3,000 sq ft or higher than 2 storeys.......................... flat rate $200.00
These fees apply to single-family dwellings and multi-family dwellings under 6,000 sq. ft.;includes relocation of pre-existing dwellings; new ready-to-move homes; cottages; additions; attached accessory structures such as solariums and screened porches; and additions to mobile homes - 1. ground storey including foundations................................. per sq ft $0.44

Plumbing permits are typically included on all residential building permits. For Commercial/Industrial/Institutional permits ONLY, a plumber certified to work in the Province of Manitoba must apply for the building permit. The cost is calculated per drain $26.50, or flat rate permit price ($150.00) of which ever is more. For Residential Permits the cost per drain is $19.00, or flat rate permit price ($150.00) of which ever is more, however the application is made at the same time as the building permit and anyone can apply for this permit. - 1. fixed sign permits............................................................flat rate, each $150.00

Occupancy permits are ONLY required for Commercial/Industrial/Institutional Permits. - 1. $300.00 plus an additional charge of $250.00 per suite as defined in the Manitoba Building Code.
- If the structure is greater than 1 storey and the number of suites cannot be determined, an
- additional charge of $300.00 per storey will apply

Flat rate per month $50.00 Where an applicant requests cancelation of a permit after it has been issued and before construction pursuant to the permit has begun, 50% of the total building fee is refundable. Where an applicant requests cancelation of a permit after construction has begun, the permit fee can be refunded; however a charge will be withheld equal to 50% of the permit fee plus $75.00 for each inspection that was made. Refund to be issued upon fulfillment of conditions. Whenever a permit is revoked under a provision of the building by-law, no portion of the permit fee shall be refunded. Whenever a permit has not been acted upon withing one calendar year of issuance, no portion of the permit fee shall be refunded. Inspections are typically provided with the cost of a Development Permit. These inspections are provided, as listed on the permit, during regular business hours. - For each inspection necessary for examination of installation where defects or omissions were found at a previous inspection........... $75.00
- For each re-inspection of an installation made after the permittee has been notified of defects in the installation and where, upon such subsequent re-inspection, it is found that the defects have not been remedied..... $150.00
Notwithstanding Sections 4.1(b), 4.1(c), and 4.1(d) (of the hardcopy version), a permittee involving repeat inspections may appeal the penalties applied in writing to the Manager within 30 days for review. - Fee cost $2,500.00 plus GST, plus notice costs of $985.00 plus GST

Where a Variation Order or a Conditional Use has not been obtained, for whatever reason, before the activity requiring it has started, a surcharge of up to three times the application costs, may be added to the fee. - $750.00

When an application is revoked or voluntarily withdrawn prior to report to the Board, the refund may be reduced by an administration fee of 50%. A Zoning Memorandum confirms that a building placement on a site conforms to current zoning regulations. Fees are as follows: - 1.
