Community Planner - Job Opportunity

The Community Planner, under the supervision of the Manager, will be the planning advisor to the three rural municipalities in the Selkirk and District Planning Area Board.

Position Summary
The Community Planner is responsible to provide professional services in the areas of community planning, land use and community development to support sound local decision-making by municipalities, planning districts, community round tables, and community and regional organizations. The Community Planner assists the Manager in the administration of the responsibilities delegated to the Selkirk and District Planning Area Board under The Planning Act and other legislation and provides advisory services to provincial departments and the public with respect to land use and sustainable development programs, projects, applications and municipal initiatives.

Position Duties and Responsiblities
Provides ongoing professional planning services to the Rural municipalities (of St. Clements; St. Andrews; and West St. Paul), government agencies, consultants and the public regarding community planning and sustainable development in order to better manage land and resources for the future development and well being. This involves:
- Interpreting provincial legislation, policies and regulations, local development plan policies and zoning by-laws;
- Responsible for the processing of subdivision for the Selkirk and District Planning Area Board, ensuring conformity with zoning by-laws, development plans, local by-laws or provincial land use policies. Provide advice and assistance to the rural councils of St. Clements; St. Andrews; and West St. Paul.
- Responsible for the processing of zoning amendment applications.
- Responsible for the processing of variation order applications.
- Provide the rural municipalities with land use planning advice on planning related issues, which may require attendance at council and board meetings.
- Assists in the preparation of the Development Plan Presentation and it amendments.
- Providing informational materials to decision makers and the general public on effective community planning and sustainable development practices;
- Provide planning advice for the review and approval of zoning by-law amendment applications as well s road opening and closing by-laws in accordance with legislative requirements and department procedures.

Education and Experience
- Minimum of 3 years experience in community planning and development.
- A degree in planning or related field.
- Knowledge of Geographic Information Systems (GIS) and municipal and provincial legislation related to land use planning and development applications (MapInfo).
- Knowledge of the administration and enforcement of development plans and municipal zoning by-laws.

Salary Range
The present salary range is $45,221 to $50,896; which is currently under review.
